Job Title: Senior Subcontract Engineer

Job Purpose:
The Senior Subcontract Engineer will be responsible for managing subcontracting activities for a long-term ADNOC project, ensuring compliance with company policies, ADNOC standards, and UAE regulations. The role involves subcontract strategy development, tender management, contract administration, and supplier performance monitoring to ensure timely and cost-effective project execution.
Key Responsibilities:
1. Subcontract Planning & Strategy
- Develop subcontracting strategies in line with project requirements and ADNOC guidelines.
- Prepare and issue RFQs (Request for Quotations), ITBs (Invitation to Bid), and tender documents.
- Evaluate subcontractor capabilities (technical, financial, HSE) and ensure pre-qualification compliance.
- Lead the bid evaluation process, including commercial, technical, and contractual reviews.
- Negotiate terms, conditions, and pricing with subcontractors to achieve optimal project outcomes.
- Prepare and finalize subcontract agreements, ensuring compliance with ADNOC and UAE legal requirements.
- Administer subcontracts throughout the project lifecycle, including variations, claims, and change orders.
- Ensure subcontractors adhere to HSE, quality, and project schedule requirements.
- Monitor subcontractor performance, resolve disputes, and enforce contractual obligations.
- Track subcontract expenditures, verify invoices, and ensure alignment with budget.
- Provide regular reports on subcontract status, risks, and cost-saving opportunities to project management.
- Work closely with the project controls team to forecast subcontract costs and commitments.
- Liaise with Engineering, Construction, and Project Management teams to align subcontracting activities with project milestones.
- Coordinate with ADNOC representatives and third-party auditors for compliance reviews.
- Maintain strong relationships with subcontractors and suppliers to ensure seamless project execution.
- Education: Bachelor’s degree in Engineering, Supply Chain Management, or related field.
- Experience: Minimum 7 years in subcontract management, preferably in UAE/Oil & Gas (ADNOC experience is a plus).
- Certifications: Certification in Contracts Management (e.g., CIPS, PMP) is advantageous.
- Proficiency in SAP, Oracle, or similar ERP systems.
- Strong knowledge of FIDIC/ADNOC contract terms.
- Familiarity with UAE/ADNOC tendering and procurement regulations.
- Excellent negotiation, communication, and stakeholder management skills.
- Analytical mindset with strong problem-solving abilities.
