Job Summary:
We are seeking a highly analytical and detail-oriented Cost Controller to join our Roads & Highways infrastructure team. The successful candidate will be responsible for monitoring project budgets, controlling costs, and providing financial reporting across all phases of the infrastructure project lifecycle. Prior experience in large-scale EU-based infrastructure projects is highly desirable.
 
Key Responsibilities:
Cost Planning & Budgeting:
  • Prepare, monitor, and update project cost plans in alignment with contract terms and project milestones.
  • Support development of project budgets and forecasts based on scope, schedule, and procurement strategies.
Cost Control & Monitoring:
  • Track project costs against approved budgets and highlight any variances or cost overruns.
  • Conduct cost trend analysis and provide early warning signals for potential financial risks.
  • Ensure that all cost commitments and expenditures are accurately recorded.
Reporting & Analysis:
  • Generate timely and accurate cost reports for management and stakeholders.
  • Support monthly reporting including actual vs. budget variance analysis, forecast updates, and cash flow projections.
  • Provide cost-to-complete and earned value analysis.
Procurement & Subcontractor Review:
  • Collaborate with procurement and contract teams to review cost elements in vendor and subcontractor agreements.
  • Evaluate and validate supplier invoices and progress claims in line with contract terms.
Change Management:
  • Monitor and assess the cost impact of design changes, variations, and delays.
  • Support preparation of cost-related documentation for claims, variations, and disputes.
Compliance & Documentation:
  • Ensure adherence to internal cost control procedures and contract compliance.
  • Maintain clear and auditable records of all financial data and documentation.
Qualifications & Experience:
  • Bachelor's degree in Engineering, Quantity Surveying, Finance, or related discipline.
  • Minimum 5–8 years of experience in cost control, preferably in roads, highways, or infrastructure projects.
  • Prior experience on EU-funded or EU-based projects is a strong advantage.
  • Familiar with FIDIC, NEC, or similar contract frameworks.
  • Advanced proficiency in cost control software (e.g., Primavera P6, SAP, Oracle, MS Excel).
  • Excellent analytical, organizational, and reporting skills.
  • Strong communication and stakeholder management abilities.
  • Fluency in English is essential; knowledge of an additional European language is a plus.
